Wouxun KG1000G Plus PROBLEM

I bought a Wouxun KG1000G Plus as a base unit. I can transmit at 50 watts (12.5 amps) on GMRS channels 15-22 just fine, but after programming my repeaters into RPT channels 15-22 the Wouxon will only transmit at a significantly lower wattage (10 amps?), despite indicating it is operating at high power.

What am I missing?

Are those frequencies not limited to lower power by the FCC spec? I guess the radios just follow the band plan, for power.
