I have added about 20 local emergency frequencies from fire dept, police and hospitals. I have tried scanning the frequencies and have not heard one thing said yet.
Shouldnt I be hearing some chatter across these frequencies?

What type of system are you listening to?
Trunked? conventional? analog? Digital?
What kind of radio are you listening to this with?
Indoor or outdoor antenna?
How old are the data you found the frequencies to program?

Radioreference.com is the best source of frequency info.
The only frequency or channel that I have heard anything on is noaa weather.
OK, well, evidently the attachments aren’t being accepted… maybe just mention a state and county and I can take a look see.

OK, those frequencies have been “depreciated”, which means they are no longer being used.
If you read down farther, you will see they now use a P25 Phase 1 trucking system.
You require a digital-capable scanner that is capable of receiving and decoding the digital data.
It is impossible to monitor them with what you have.
