As a rule, the FCC normally does not investigate CB radio complaints, unless they are interfering with other legal radio services.
As per the FCC Part 95 rules - anyone operating any radio transmitter, has to make available for inspection all station licenses, equipment, and logs.

Here is one person that got caught doing something he shouldn’t have.

From time to time, individuals believes that the FCC does not exist, or that they can do as they please, even with the CB radio.

This fine will show a lot of people that the FCC does exist and they still enforce the rules and no one is exempt.
