They are the same…no pun intended.
You are probably referring to the tone transmitted before the SAME data bursts.
From what I understand they will transmit both the audio tone which activates SAME-less radios as well as the SAME data burst. the SAME data allows individual areas to be selectively alerted.
Current FRS/GMRS radios only detect the databurst and cannot be programmed for any specific area or warning. Either work.
The tone alert may be eliminated over time… (no time frame yet)
