Radio for Barrier Facility

I work in a barrier facility. We often need to communicate with people on the inside and they with people on the outside. We currently have Motorola Talkabout MH series. They have been failing a lot. The batteries don’t make a good connection, they turn off randomly, and overall aren’t very good quality. I would like something sturdy, not heavy, doesn’t require a licence to operate (MURS or FRS?), can handle frequent daily use, and due to budget restrictions doesn’t cost an arm and a leg. Any ideas? Thank you for all of your help. I don’t want to buy something that will fall apart on us.
