“Star frequencies” (also called Dot frequencies) are common business frequencies that are pre-programmed into “over the counter” type business radios - like the 1-2 watt models from Kenwood (TK-2200 / TK-3200) and Motorola (CLS, RDX, XTN series). They are kind of like the GMRS frequencies of business radios, only not nearly as widespread.
