Is that on all channels or just 19?
To be honest it sounds like local interference - probably VERY local interference, but to check - confirm if it is only on a certain number of channels. Then to exclude the radio itself unplug the antenna. Does it vanish? I think it will. That too suggests outside interference. It looks like it is in a car? Next thing to check is if it is the location so drive somewhere else. It is possible the interference is a device in your vehicle? It could easily be carried on the power supply from a gizmo you have. With cars nowadays having lots of small controllers each talking on a data bus to each other it could be interference of that kind. You need to try these things and gradually eliminate things till only one conclusion is left. You could disconnect from vehicle power and try a battery or power supply NOT connected to the vehicle. You can make filters for 12V lines - stuff like that.
