If we get a couple of Motorola XTN XV1100 and a couple of Motorola XTN XV2100 radios and just use them straight out of the box,not changing frequencies or any thing.
Do we still need a license ?. If so which type of license. GMRS, ect ?

Right out of the box, you do not need a license for the Motorola XV1100 or XV2100. These radios are pre-configured for a “MURS” frequency, which can be used without a license.
Keep in mind that these radios support 27 VHF frequencies. If you change to a non-MURS frequency, then a license would be required.
