Yes, the Kenwood TK-3130 is compatible with the TK-3200U8P. Using the default settings, channels 1 and 2 on the 3200U8P will communicate with channels 1 and 2 on the TK3130. Keep in mind, however, that the 3200U8P is an eight channel radio, whereas the TK3130 is a two channel. If you only need two channels, you may want to look at the Kenwood TK-3200U2P. This is the two channel version of the 3200U8P.
