There’s a few things to consider. What is the intended use? Local neighborhood or distance? Are you going to be using repeaters? The antenna is a variable depending on where you’re mounting it.
I use a Midland MXT275 with a homebrew ground plane antenna in the attic. It has 15watts and it reaches all of the neighborhood , about 25 sq miles, and a local repeater.
It’s priced fairly low. More power, more dollars. Antenna position is your most important issue. I have mine in the attic due to lightning.
Of course you’ll need a power supply or battery system to run it too.
Come back with a little more info.

How budget is “budget”? The Radioddity DB-20G seems to be very popular and it can be had for about $110. I went with the Wouxun KG-XS20G+ which is about $200. I don’t have the experience or technical knowledge to advise you but I have been very happy with the Wouxun.
As for an antenna, my setup was cheap but it works fine. I have the Midland 6dB mobile antenna in my attic mounted to a pizza pan and fed by a 20ft cable. Including the power supply I have about $280 into my setup.
