low tier commercial grade GMRS bandwith multi-channel handhelds or other better-than-bubble pack units which are Part 95 ?

Decent mobile repeater to use them with?
My desire is to setup an automobile based repeater capable of transmitting with the handsets in areas (specifically several annual fall festivals) that have no repeater towers nearby and which are areas that the handhelds may get out of range from one another.
