If the FCC ges their way with the proposals how would they know if I had a dual band VHF Marine/GMRS radio, and also how would they know if I’m transmitting 1-3 or 5 Watts?

Great question. They would have no idea unless you were reported.
They may grandfather in those radios… either way, they will not care… they are simply washing their hands of frs and gmrs like they did CB.
