Do I Have a Faulty Battery Charger?

For my two Midland GXT1000 radios with Battery Packs BATT-5R (6VDC). I have a Midland wall charger 18-394 rated output of 9VDC 300Ma and a desk base charger 18CVP8-REVB rated at 9 VDC 300Ma. When I plug the wall charger in and take a voly reading on the pins of the base charger, they read 14+ VDC. Is this destroying my battery packs if I leave the radios charging until the LED light goes off? That appears to be the case.

How long is it safe to leave the radios on charge at the 14 VDC reading?

Has Midland come out with a replacement charging base AVP-10?

I’d place a bet on the 14V being the open circuit voltage and when you load it with there battery, the voltage drops, if you can open it up and test the voltage when the battery is connect - it will drop quite a bit.
