One biggest reason for purchasing a CB is disaster aftermath.
Just think of looking out and seeing this and cellphone , land line and repeater are down
So little is talke about Communications in Disaster pertaining. If look check list does not have a CB in list.

The real problem in post apocalyptic times like those is the battle you will have against the have-nots.
I myself am a bit of preper. I have a vehicle that is equipped to to sustain 4 people in the bush for about a month with proper water and food rationing.
I have a bug-out bag that will sustain 2 persons in the bush for a week with proper rationing.
My house has backup water and is run on solar and batteries.
But this means nothing. I just need more guns and bullets to take from you what I want.
In those times, people are the real enemy.
Thank God this is simply not a thing in the UK. We are way too small to have this kind of thing here. Not even in the Cold War days. We had a totally different take on the old Mad Max movies. Something we could not relate to, and of course, most British people have never even seen a gun, other than perhaps farmers with a shotgun. A criminal could rob a bank with a BB gun, nobody including the police, could tell it was an air gun without calling in an expert. We truly have no idea about the ‘prepper’ way of doing things.
Paul you’d be surprised how quickly something like this could happen. Desperate people don’t care about ethics or morals. Its primal raw survival instinct.
To give you an idea. Our power utility (Eskom) had been very unstable for the past 10 -15 years due to mismanagement, corruption and failure to maintain both generating and distribution infrastructure. You may have heard of the term “load shedding”
All it will take is for 2-3 big stations to go up in flames. Under the right circumstances it only takes one, because its load will then have to be shared by the remaining stations and and the next weakest link will follow suit.
We need about 2-3 weeks of total darkness here and we will be back in the stone age. The big shops will be plundered first and this will go on about 1-2 months.This is the time to get out where ever you need to go.
Because then people will start going to homes in search of further supplies. Hungry desperate people.
You are most certainly not immune. I have read of terrible civil riots in your knack of the woods a couple of years back. Its a human thing.
This is when people with plans and has equipment (such as radios) will survive and this is when radio comms becomes absolutely crucial. To get away from the masses to let them “sort” themselves out in terms of thinning the numbers.
But fail to plan and you’re planning to fail.
Civil riots? That’s just media . A few bad’uns kids usually throwing a few bricks. I have actually seen a real riot in Northern Ireland in the 70’s very different. I’ve never had a power cut in this house, 25 years. Of course we have faults which shut down small areas but nationally the last power cuts were in the 70’s too with union issues. Our power generation is coordinated and while terrorism could cause problems, the UK and EU share power when needed. Works well. The thing with the uk is we just don’t have places to escape to!
Here about once year we have power outage The power company got brown hair like eating antenna wires too it was squirrel eating a 23,000 volt wire. Þhe squirre was laying bottom of the pole.
Living in shaky place on earth 
does not help.
We also have Hurricanes and 
Tornados, wild fires , snow Hottest place on earth and does get real and a place alot of countries would like to have .cold too.
So need to ready for everything

So I battery backup on WiFi and fiber. Generator to keep food cols and recharge all batteries when Generator is stoted for night.

The Citizens Band Radio is the most universal radio band . It safety to say the most sold 2 way radio in America, Germany and Japan. Mostly for Disasters, Emergency backup and Phone outages. The Hobby side is still strong but no real data found. It lower cost cost than HAM and greater range than VHF and UHF bands.

In disasters there is very little I found other that Citizens Band was choice of HAM clubs . In news the HAM clubs used CB for the local communication and use use channel 9 to dispatch to other channels Emergencies and medical help. Then instead setting up a long range HAM antenna the HAM clubs used Satalite phones. Call would routed to a channel for long distances communications.
Sounds great today.
But did not cover how would communicate with neighbors with 2 or 3 mill radius.
The best way is use zip plus 4 .

Take last two digits 89 and add them to up 8 + 9 = 17
Since deal with channel 9 and 19 you add 20 so you call channel is 37 ❋ so looks like this 8 + 9 + 20 = 37
Now you monitor channel 37 and wait call. Best is to only monitor at a given time let’s say 10 AM. If some calls you you agree on different channel let say 1-7 or 11 - 18 Maybe if lot a time day too when less busy. This restore a basic communication and 911 calls till phone service is up again

Don’t understand one word of what you’re trying to say, but here is the rule of three.
Monitor every day on channel 3 starting at 15h00 and every 3 hours from thereon for 3 minutes on channel 3 to try and establish comms.
Your party group members must just know about it and agree to this in the event of disaster.
It is always a good thing to talk about.
Ham radio has played a roll in most disaster for over 100 years.
Every chance I get read how setup and use radio. Till 2000 here they call in for forest fires. Satalite phones took. Now HAM clubs are pickup where REACT use to do.
HAM could call in if Satalite go down. This point out in 2016 when Navy decides to start train on sextant for navigation
Today we need the ham clubs ♧ as backup . They install a lot fiber for telephone/internet

You are just plain weird lol. 
My parents home was 20 miles from city we had times where had no power and no phone. We had neighbor with CB on a generator and told if everyone come and he can get help on his cb. The cost of cb set was over $400.00 {1962} inflation today is $4,400.00 He used for work.
That was not disaster , but gave good feel on parts of disaster about 3 times a year.
Today very few will ever have happen unless it is a disaster
This what looking at .
In disasters Fire departments , police Departments and Sherif many have there radio communication out too.
So they to will need few of the CB channels. They will also need help setting up base stations too.
It who gets the channels.
Basically probably uo to channels 1 - 29 for Emergencies. Leaving the public with 30 - 40. We need a guidelines for this set too..
