I live in Cincinnati and my 22 channel radio picks up a message on channel 20 that consists of a series of letters, the time and then a random series of beeping. Anyone know anything about this?
From what you describe it sounds like you are picking up the station ID from a local repeater. Is this a GMRS radio?
Cinci has a few GMRS repeaters. This sounds like the system identifying itself. The letters and numbers you hear is the callsign of the GMRS licensee that owns the repeater.

I assume channel 20 is 462.675 so that would be WPTU745 repeater. The owner has listed it as open now and several of us use it. The owner is a great guy. I know at least two of us, not counting the owner, tend to monitor it in the afternoons into the late evenings. He has his telephone number on the repeater ID every so many hours.
