That depends on many factors, including the model of UV-5R you bought and what country you live in. If bought recently, they are usually locked to the amateur radio bands of the country in which they are sold. If you bought them in the U.S., they come locked to 420 to 450 MHz, so you should be able to get the 449 MHz band (assuming by “licenced” you mean licenced ham operator.) If in the UK, they may be locked to the UK amateur band of 420 to 440 MHz band.

If your Mitex radios are tuned to a business band, then you probably bought the wrong radio. The UV-5R is an amateur-band radio. If they can be tuned to a specific business frequency is a matter of how old the UV-5R radios are and what country you live in.

If you meant to say 446, Mitex sells many PMR446 radios in the UK, which is a public, unlicenced band, similar to GMRS in North America. You might be able to tune the UV-5R to the 446 band, but if they are recently purchased in the UK, not likely, and not legally.

Maybe let us know more information, such as country and if the Mitex radios are business-band radios, GMRS radios or PMR446 radios.

OFCOM’s business simple licence includes 3 449MHz frequencies, and plenty of people use all manner of radios on them. There is a requirement for the radios to meet the spec of an approval type, but most radios, including Baofengs meet the spec. Most Baofengs supplied to Europe and the UK are not band restricted.
