i just want to know if anyone knows a handheld radio that can scan and transmit all radio frequencies (From ELF to EHF)

There are some rather nice military ones that cover satellite comms at the top and have the bottom end of the HF? What bands do you want to listen on? I don’t quite understand why you want to transmit there? If you do, for whatever reason, then your investment will be considerable. Continuous coverage receive up to the GHz bands is expensive. The commercial receivers are usually 4 grand plus - add transmit is going to be very expensive - add to that the aerial systems, as little point trying to find a single antenna that will be much more than a bit of metal in the sky? I have a commercial ICOM that covers 1.5 ish to 30 receive and transmit, and it was pretty expensive.
You also have the problem of modes once you get to the microwave bands - so many different modes in use, most of which need specific codecs as most are digital.
So K6CPO’s comment is pretty true, it’s not against the laws of physics, but takes some expensive solutions to get around them!
As mentioned earlier, some military equipment.
For civilian use, not available. Also, illegal to use anyway. Almost every bit of radio spectrum requires some kind of license to transmit with.
