Is it possible to send an RF signal to an individual radio? Based on a serial number or other unique identifier? My goal is to send a mute and unmute output signal to one radio at a time so other radios in the area are not affected.

Well, technically you cannot direct RF to a single radio (which isn’t I think, what you meant) but you can prevent a radio hearing messages not meant for it - quite simply, buy using something like CTCSS. You could have one frequency, and then have a bunch of radios, each one set to a different tone in their receivers. Your radio has the same frequency in perhaps 10 channels, but each one has a different tone - so you can speak to any of them - and you could leave your receiver able to hear them all, just in case somebody else comes up while the other is talking. The disadvantage is that you have no facility to talk to everyone at once. Does this matter? You can also do similar things with 5 tone signalling, and of course the same with digital systems.
